Renewal of the CBD of Kingston (Channel Highway)

Late in 2022 Kingborough Council executed a Contract for the redevelopment of the ‘Kingston CBD’, a section of the Channel Highway between Beach Road and Goshawk Way. The project was funded as part of the city deal grants offered by the State Government and was intended to transform this part of Kingston into an attractive and vibrant centre that would encourage further investment and provide an engaging urban environment.

The project included a redesign of the road, footpaths and nature strips with a focus on improving pedestrian access, providing enhanced cycling capabilities and new green areas that included increased outdoor dining opportunities for cafes and restaurants along this section of the road.

Construction commenced in 2023 and concluded in 2024. Sugden & Gee were engaged as the Superintendent’s Representative and were responsible for the Contract Administration of the project. Our work included:

  1. Advice and documentation on pre-award tender clarifications including facilitating negotiation on departures from the tender.

  2. Documenting and resolving RFI’s (with over 200 received)

  3. Assistance in the organising of design and design changes.

  4. Estimating and evaluating variations

  5. Assessment and issuing of extensions of time

  6. Estimating and valuing delay claims

  7. Assistance with negotiating service relocations or accommodations with third parties (such as Taswater, Tasnetworks and NBN)

This project was complicated and required ongoing work from the Council’s design team throughout construction. Sugden & Gee adapted to the volume of changes (including over 200 instructions), adding team members and skills as required. Our team managed to document and track each of these design changes or additions and the subsequent impacts on program and budget to minimise disputes.
